CMS Finalizes MA, Part D Payment and Policy Changes for 2017
The Centers for Medicare & Medicaid Services late yesterday announced final changes to the Medicare Advantage and Part D prescription drug programs for calendar year 2017, which will increase payment rates in aggregate by a net 0.85%. When combined with expected growth in plan risk scores, CMS anticipates the MA plans and Part D sponsors will see an average revenue increase of 3.05%. In addition, CMS finalized several notable policy changes, including modifications to the risk-adjustment model to more closely align reimbursement with costs for dually eligible beneficiaries and refinements to a subset of the Star Ratings program measures to account for beneficiary socioeconomic and disability status.

FDA Alert: Sterile drug products by Medaus Pharmacy
FDA is alerting healthcare professionals and patients not to use unexpired drug products that are intended to be sterile that were produced by Medaus Pharmacy in Birmingham, AL, due to lack of sterility assurance. Medaus' products were distributed nationwide and internationally.

CMS Launches Bundled Payment Test for Joint Replacement
Starting April 1, the Centers for Medicare and Medicaid Services will pay an estimated 800 hospitals across 67 metro areas bundled payments for inpatient knee and hip surgeries.
The bundled payments for an episode of care from hospital admission to 90 days after discharge is expected to save Medicare $343 million over the duration of the five-year test. However, hospitals in the program face losing money in penalties if they exceed target payment amounts, or in having to reduce costs for knee and hip surgeries.

CDC Sends Zika Prevention Kits to Territories, Holds Summit to Prepare States
The Centers for Disease Control and Prevention’s Strategic National Stockpile last month began delivering an initial 5,000 Zika prevention kits to Puerto Rico, the U.S. Virgin Islands and American Samoa, and plans to distribute a second round of kits in the coming weeks, according to Stephen Redd, M.D., director of the CDC’s Office of Public Health Preparedness and Response. The kits contain items that pregnant women can use to protect themselves from the mosquito-borne virus, such as insect repellent, mosquito netting and tablets to kill larvae in standing water, thermometers to monitor their temperature and CDC educational materials. On April 1, the CDC held a summit to provide state and local officials with information and tools to improve Zika preparedness and response within their jurisdictions, and issued a Vital Signs report on Zika prevention and pregnancy. FDA Allows Use of Investigational Test to Screen Blood Donations for Zika
On March 30, the Food and Drug Administration announced an investigational test to screen blood donations for Zika virus in areas with active mosquito-borne transmission of the virus. Once screening using the investigational test begins, blood establishments in Puerto Rico may resume collecting donations of whole blood and blood components, the agency said.
The Centers for Disease Control and Prevention has released new maps of the United States that show the approximate and potential locations of the two species of mosquitoes that are associated with Zika transmission.
